Any person, whether a member or not, having reason to believe that a member is guilty of any conduct subject to disciplinary action, may file a complaint in writing with the executive vice president. The complaint must be signed and dated by the complaining person and accompanied by a statement in support of the complaint. A complaint may be in any form that gives the information required. The executive vice president shall refer any complaint to the chairman of the Ethics Committee, who shall notify all members of the Ethics Committee of the complaint.
